My first question would be, why would they want to?

I'm guessing all you would need is some paint, new hood, a lot of fiberglass and a personal massager for visual approximation.

I thought that they were going after illegal bumpers too? Wasn't there a guy who goy busted for importing S15 front bumpers to attach to 240s?

Really? That sounds like BS.

There's no restrictions on foreign part-swapping.

Think about all the older BMWs that have their bumper replaced for a Euro look or all the aftermarket bumper kits that ricers use...none of those are crash tested in the US.

I'm trying to find the article now, but having no luck. The guy might have gotten into trouble for importing entire front clips though, and some looking around the forums are suggesting that the bumper itself is illegal due to being a 3mph bumper instead of a 5 mph one, no DOT stamp on the headlights, and the centerline is too low.
